InscribedPrinted captions on paper, attached to mount verso, in black type: "Beggars. / There is a system and order even / among this often particularly obnoxious / class. Beggars have their regular beats / and are governed by head men of their / own. Shopkeepers and merchants who / desire to be relieved from their importu- / nities sometimes make an agreement / with the head men, and pay a sort of / black mail for immunity from visits at / their places of business. Beggars as a / rule do not visit private dwelling houses / but they may do so however on extra- / ordinary occasions such as feasts, funer- / als, &c., they are allowed to station / themselves by road sides and may also / visit public places, temples, banks, &c."
