DescriptionCentral scene depicts Justice holding a sword and scales, trampling a chained man. The man holds a torch in one hand, a piece of paper on which "The Petitions" is written. Scene is framed by 2 columns supporting an arch stating "LIBERATAS-POPULI". 2 putti blowing trumpets above the arch. At bottom center of the entire image is the verse "Let Justice in Each/Honest Heart abide/And over Envey/Let Her always Ride". Decoration is executed in cobalt blue.
